# Description of Level 1 Licensing Operational Event:

The scheduled first refuelling and overhaul of Unit 1 which began on December 17 1994 ended in late February 1995. Before restart, extensive requalification tests were conducted which showed that the drop time of several control rods marginally exceeded the technical specifications. The French supplier of the reactor, Framatome is responsible for carrying out rectifying work on the Unit and similar work will be performed on Unit 2 later. According to Framatome's estimate, the two units could be restarted as soon as June if all safety and technical criteria are met at the end of the work. Approval from the China National Nuclear Safety Administration is also a pre-requisite before restart.

The marginally slower rod drop time was discovered during routine maintenance checks before the start up of the reactor. The case did not have any safety implication. It was classified as Level 1 in the INES according to the international practice.

# Description of Level 1 Licensing Operational Event:

1. To conduct inspection and maintenance work, water level in the reactor cavity has to be lowered. During the draining process, water level was lowered to such a level which was 1.1 metres below the level prescribed in the General Operating Rules. However, the specified water level was restored immediately. This event had no radiological nor safety implications.

2. During outage for refuelling in cold shutdown condition, the fuel in the reactor core was cooled down continuously by a specially dedicated cooling system. During the re-qualification tests of the auxiliary cooling systems which back up the cooling system, it was found that one of the two auxiliary cooling systems was unavailable. The cooling was successfully performed by the other system and the availability of the system in question was restored immediately. But according to international practice, the safety principle of redundancy was considered not respected, therefore, this event was rated at Level 1 on the INES. However, there were no radiological nor safety implications.

3. The unit was in cold shutdown condition. The nuclear fuel in the reactor had been unloaded and was stored in the fuel building. One of the two systems for cooling spent fuel was found inoperable. The cooling was successfully performed by the operative system. The availability of the redundant system was restored immediately. Again, the safety principle of redundancy was considered not respected. This even also had no radiological nor safety implications.

# Update on the control rod issue:

The rod drop time was found marginally slower than technical specification in Unit 1. During April, corrective measures proposed by the reactor supplier Framatome and endorsed by the GNPJVC had been implemented. Eight additional control rods were installed in both reactors. In line with international nuclear safety standards, a safety file was prepared as requested by the China's National Nuclear Safety Administration (NNSA) in order to obtain their approval prior to restarting the reactors. Technical assessment by the NNSA will be carried out in May.

# Update on the control rod issue:

A series of stringent re-qualification tests had been carried out on Unit 1 in May. Technical assessment of the safety file for the Unit by China's NNSA is underway.

For Unit 2, eight extra control rods were added to the reactor and an additional surveillance programme was put in place to increase the safety margin.

# Update on the control rod issue:

Reactor manufacturer Framatome proposed a two-phase corrective solution to rectify the control rod problem in Unit 1. Phase One, the replacement of seven guide tubes, was completed in June. These guide tubes have been successfully used in all Pressurised Water Reactors in France. The Phase Two programme involving replacement of all the existing guide tubes of the two reactors will be carried out early next year.

China's National Nuclear Safety Administration gave authorization to Unit 1 to reach criticality on 30 June. The Unit is expected to be reconnected to grid by early July.

# Update on the control rod issue:

After the implementation of the Phase One solution to rectify the control rod problem in Unit 1, the reactor was reconnected to the grid on 2 July and reached full power on 18 July.

# Description of Level 1 Licensing Operational Event:

1. After the interruption of power generation during typhoon Kent, the plant restarted normally. During power escalation, the automatic control system temporarily inserted eight of the control rods beyond the threshold specified by the General Operating Rules. The situation was rectified by the operators.

2. The reactor protection system may be activated by more than 20 different systems. During a routine inspection, one of the protection systems was found partially inoperable. The problem was corrected subsequently.

3. Two independent systems are used for normal reactor power generation: the control rod system and a backup system which uses diluted boric acid. The valves on the connecting pipes between the reactor and the backup system were found closed, making the system unavailable. The valves were opened to restore the complete availability of the system.

Please note that these three events described above are only anomalies (according to the International Nuclear Event Scale) and none of them caused any release of radioactive products.

# A note on Unit 2 outage

The outage scheduled for refuelling and overhaul work at Unit 2 began on 21 December 1995. It was planned for 85 days. One of the work that will be undertaken is the replacement of all control rod guide tubes.

# Description of Level 1 Licensing Operational Event:

During outage of Unit 2, it was discovered that two of the pumps in the intermediate cooling system were damaged. The damage was caused by the failure of mechanical devices attached to the pumps. These devices were optional equipment installed to improve pump performance. The cooling function of the intermediate cooling system was then taken over by an identical backup system and the event had no safety consequence.

# Description of Level 1 Licensing Operational Event:

When unit Two was temporarily shut down for preventive maintenance work, it was necessary to supply power to the unit from an external source and to start the emergency diesel generators of the unit for backup purposes. The external power supply functioned as required but the diesel generators tripped after start-up due to an electrical equipment failure. The equipment was repaired immediately and the event had no safety consequence. To prevent recurrence, the performance of the diesel generators was being monitored with a view to improving their reliability.

# Description of Level 1 Licensing Operational Event:

During a periodic on-load test of one of the two emergency diesel generators of Unit 2, a leakage was found in the cooling water system of the generator being tested. The problem was immediately rectified and there was no safety consequence. During this event, all the other sources of power supply functioned as required and the operation of Unit 2 was unaffected.
